The council will meet again on Thursday October 11 at 7 PM for the second hearing on allowing dogs on leash in some areas of some parks. Please come and support dogs and dog owners in Capitola. The compromise ordinance was voted in by the council on Sept 27th. The council's direction includes increased enforcement of existing laws and the ability to change the parks by council resolution. With 92 letters and over 300 petition signatures at this time, we feel that the dog owners of Capitola have and continue to make a statement to support responsible exercise options in Capitola. Please help us continue to write and call the council to let them know that we *will persist* in our efforts. Background Council Member, Gayle Ortiz, did not vote for the new ordinance as she supported the full recommendations of the Dog Task Force, not a council modified version of this recommendation. One year after our first meeting with the city council and fourteen months since our efforts began, on September 27th Capitola City Council voted to support an ordinance that will allow us in parks on leash with the exception of Hidden Park and the lawn areas of Jade St and Esplanade Park. They have asked to review the ordinance in 6 months. They want to beef up enforcement, especially to get dogs licensed. We believe that we have between 2,500 and 3,000 dogs in Capitola and only 183 are licensed because the enforcement has been lax. This will work against dog owners in the future. Dog licenses can be obtained at the SPCA, at the SPCA website. Applications are also available at the Capitola Police Stattion which I believe can be mailed in. The ordinance will be in a review and public comment process for 60 days before it is official. The second reading will be at the next City Council Meeting on October 11th. If we are there in force it will be difficult to shoot it down. Thank you all so much for writing letters, making calls and helping with the petitions.
